Practice: reading the notice on the wall
What you will be able to do
Take a Thai notice apart the way a resident does: subject line first, then the date, the time and any line that asks you to act, and tell a building memo from a government announcement by how it opens and how it closes.
Official Thai is aggressively formulaic, so you read the skeleton and not the sentences. ประกาศ names the genre in the biggest font, the line under it names who is speaking, เรื่อง carries the subject, เรียน names who is addressed, เนื่องจาก opens the excuse and จึง introduces the actual news. ขอให้ marks anything you are being asked to do. A notice addressed to you by name or building closes จึงเรียนมาเพื่อทราบ; a government announcement to everyone at once drops the เรียน line and closes จึงประกาศมาให้ทราบโดยทั่วกัน. Dates run on the Buddhist Era, 543 ahead of the Western calendar, times use the 24-hour clock closed with น., and the ประกาศ ณ วันที่ line at the foot is the paper's own date, not your deadline.
What is this notice about?
เรื่อง งดจ่ายน้ำประปาเป็นการชั่วคราว
เรื่อง (rêuang) is the subject line, doing the job of Re: in an email, and it says งด (ngót, suspend) จ่าย (dispense) น้ำประปา (tap water) เป็นการชั่วคราว (temporarily). Nothing here is about a bill, and งด is the formal replacement for ปิด rather than anything to do with money. Free of charge is the trap: จ่าย in utility language means dispense, not pay. And เป็นการชั่วคราว says the opposite of for good, so a permanent replacement misreads the last four syllables.

งด is suspend and จ่าย in this register is dispense, so งดจ่ายไฟ is a power cut, the electrical twin of งดจ่ายน้ำ. Two of the wrong readings come from taking จ่าย as pay, which is the everyday meaning and the wrong one here: neither a waived bill nor an advance payment is being announced. Reading a meter is not งด at all, since งด is what stops rather than what is measured.

เรียน (rian) opening a letter means Dear, and the ท่าน... ทุกท่าน wrapping around it is pure politeness padding, so the only information in the line is the audience: co-owners and residents. Study is the everyday meaning of เรียน and the classic trap of this register, where you should always try the bureaucratic sense first. The signature block sits at the bottom right, and here it is an office, ฝ่ายจัดการนิติบุคคลอาคารชุด. The reason arrives further down, introduced by เนื่องจาก (nêuang-jàak).
What is this line doing?

Any line starting ขอให้ (khǎw hâi) is the action item, the one part of a notice that asks you to do something, and here it asks ผู้พักอาศัย to store water ล่วงหน้า, in advance. The apology is a separate frozen phrase at the close, ขออภัยในความไม่สะดวกมา ณ ที่นี้. The reason clause is the เนื่องจาก line about the annual tank cleaning, which explains rather than asks. And the contact line is introduced by สอบถามข้อมูลเพิ่มเติม with โทร. after it.

จึงเรียนมาเพื่อทราบ
จึงเรียนมาเพื่อทราบ (jeung rian maa phêua sâap) is the frozen closer of virtually every notice addressed to you by name or building; read it as one chunk meaning for your information and stop translating it word by word, since ทราบ (sâap) is only the formal twin of รู้ (rúu). The opening reason clause is เนื่องจาก, not this. Nothing in it asks for a reply, which is what เพื่อทราบ rules out. And the issue date is the separate ประกาศ ณ วันที่ line underneath.
Which closer is it?
A notice taped to the immigration office door addresses the general public rather than a named reader, so it uses the closing formula meant for everyone at once.
จึงประกาศมาให้ทราบโดยทั่วกัน (jeung bprà-gàat maa hâi sâap dooy thûa gan), announced for general knowledge, is the government version of the closer, used precisely because the notice has no named addressee. จึงเรียนมาเพื่อทราบ does the same job but for a letter addressed to you or your building, and a government ประกาศ drops that whole family of forms. สอบถามข้อมูลเพิ่มเติม introduces the contact line, not the close. And เรียน is a salutation at the top, which is exactly the line this kind of notice leaves out.
Which day does this line name?

วันพุธ (wan-phút) is Wednesday and ๒๖ is yîi-sìp-hòk, so the line names Wednesday the 26th of สิงหาคม (sǐng-hǎa-khom), August. The 25th is the near neighbour that catches most readers, because ๒๕ is printed further down the same page as the date the notice itself was written. Monday would need a different วัน word. And 29 comes from reading ๙ where the line prints ๖.
What is this date?

ประกาศ ณ วันที่ is announced on, so this is the paper's own date, and it is normally earlier than the event it describes. That is precisely why you read the จึง line above for your deadline and not this one: the water goes off on ๒๖, while this line reads ๒๕. Nothing on a condo notice sets an immigration deadline; that lives on the 90-day slip under วันครบกำหนด. And no end date for the work is given anywhere on the page, only the hours of the cut.

ตั้งแต่ is from and ถึง is to, so the window runs from ๐๙.๐๐ to ๑๖.๐๐, with น. abbreviating naa-lí-gaa, hours, on a 24-hour clock. ๑๖ is sìp-hòk, sixteen, so an end of 18.00 misreads ๖ as ๘. Turning 09.00 into 21.00 assumes a 12-hour clock, which official Thai does not use. And reversing the two figures ignores ตั้งแต่ and ถึง, the pair that fixes which end is which.
Which Western year does this give?

พ.ศ. is read phaw sǎw and marks the Buddhist Era, which runs 543 years ahead of the Western calendar, so ๒๕๖๙ is 2569 BE and you subtract 543. Leaving the figure at 2569 is the commonest slip: that is the Thai year, not the Western one. 2069 drops a digit from the numerals ๒๕๖๙. And 1986 is ๒๕๒๙ minus 543: the right sum done on a misread numeral, with ๖ taken for ๒.
Which line is it?
A notice goes up, and the line under the big word tells you the whole street is affected rather than just your building.
การประปานครหลวง is the Metropolitan Waterworks Authority, a utility rather than a building, so the matter reaches every address on its pipes. นิติบุคคลอาคารชุด สุขใจ การ์เด้น names one condominium's juristic person, and ฝ่ายจัดการนิติบุคคลอาคารชุด is that same building's management office signing at the foot; both mean a building matter and nothing wider. สอบถามข้อมูลเพิ่มเติม is not an issuer at all, only the frozen phrase that introduces the contact line.
Which word does the chat use?
In the building's LINE group, the people who are named formally on the printed notice get called something plainer.
ลูกบ้าน (lûuk bâan) is the everyday word for the people who live in the building, and it is what the LINE group says about exactly the same people the notice calls ผู้พักอาศัย (phûu-phák-aa-sǎi) on paper. That register swap is the whole point: ผู้พักอาศัย is the printed form, not the spoken one. เจ้าของร่วม (jâo-khǎwng-rûam) is also formal and narrower, meaning the co-owners rather than everyone living there. ฝ่ายจัดการ (fàai jàt-gaan) is the management office, the people sending the notice rather than receiving it.
What is this doing in a formal Thai sentence?

ณ (ná) really is a whole word spelled with one letter, meaning at or on, and it belongs to the formal register: ประกาศ ณ วันที่, มา ณ ที่นี้, ณ ขณะนี้. It is not silent decoration either, because it is pronounced ná and carries meaning on its own. It has no punctuating job, and the subject line simply ends where the topic ends. And abbreviations in this register carry a dot, the way โทร. stands for โทรศัพท์ and พ.ศ. for the era name; ณ has none.

วันครบกำหนด
วันครบกำหนด (wan khróp gam-nòt) is the due date, and the handwritten or stamped date next to it is the day you must report again, the one reading on that slip that can cost you a fine. The slip is a form rather than a letter, so there is no เรื่อง line to find and this label is what you hunt for instead. It is a date label, so neither an office nor a passport number belongs beside it, and a due date points forward, not back at your last entry.
Common mistake
จ่าย in utility language is dispense, not pay, so งดจ่ายน้ำ is a supply cut and not free water, and งดจ่ายไฟ is a power cut. เรียน at the top of a letter is Dear, never study. And the two dates on the page are near neighbours: ๒๕ is the day the paper was written, ๒๖ is the day the water goes off, and only one of them is your deadline.
