Step 18: Read an official letter or notice
What you will be able to do
Standing in front of a lift-lobby notice, a utilities letter or an immigration slip, you can extract what is happening, when it happens, and whether you must do anything, without translating the formal padding word by word.
ยินดีต้อนรับสู่ภาษาราชการ (yin-dii dtâwn-ráp sùu phaa-sǎa râat-chá-gaan): welcome to official Thai, the register that runs your building, your bank and your visa. This text lives taped inside the lift, pinned to the condo noticeboard, photographed into your building's LINE group, and printed on the slip immigration staples into your passport. You did twelve script steps for exactly this moment, because nobody translates these for you and they usually matter this week: the water goes off tomorrow, the office closes Friday, your 90-day receipt names a date you must not miss. Here is the good news: official Thai is aggressively formulaic. A ประกาศ always has the same bones. The genre word sits centered at the top in the biggest font. Below it comes a เรื่อง subject line, then an เรียน salutation, then a body built in two halves: เนื่องจาก introduces the excuse, and จึง introduces the actual news. The letter closes with the frozen formula จึงเรียนมาเพื่อทราบ, a dated ประกาศ ณ วันที่ line, and a signature block whose position line tells you which office is speaking. Learn this skeleton once and every water-authority letter, condo memo and immigration notice becomes the same document with different nouns swapped in. One fork to know: a notice from your condo or office is really a letter in disguise, so it carries เรียน and signs off จึงเรียนมาเพื่อทราบ. A government ประกาศ, the kind taped to the immigration office door, addresses everyone at once, so it drops the เรียน line entirely and closes with จึงประกาศมาให้ทราบโดยทั่วกัน (jeung bprà-gàat maa hâi sâap dooy thûa gan), announced for general knowledge. Same skeleton otherwise, and the reading strategy does not change. So do not read top to bottom. Read เรื่อง first for the topic; if it does not concern you, walk away. Then jump straight to the Thai numerals: วันที่ and เวลา carry the date and time, the only part of the page where a misreading actually costs you. Then scan for ขอให้, which marks anything you are being asked to do. Everything else, the ดำเนินการ and เป็นการชั่วคราว and มา ณ ที่นี้, is ceremonial filler that you should learn to recognise and never need to produce. One document escapes the skeleton: the 90-day slip stapled into your passport is a form, not a letter, so there is no เรื่อง line to find. On it, hunt for one label instead: วันครบกำหนด (wan khróp gam-nòt), the due date. The handwritten or stamped date beside it is the day you must report again, and it is the only reading on that slip that can cost you a fine. Two mechanical habits finish the job. First, register swaps: formal Thai replaces everyday words with stiffer ones, so a service is งด (suspended) rather than ปิด, readers are ท่าน rather than คุณ, and the people who live in the building are ผู้พักอาศัย on paper but ลูกบ้าน (lûuk bâan) in the same building's LINE group. Second, numbers: government paperwork prefers Thai numerals ๐ through ๙, while condo and bank notices often use Arabic ones, so read both without blinking. What never changes is the year: official dates run on the Buddhist Era, 543 years ahead of the Western calendar, so ๒๕๖๙ and 2569 are both 2026. Times use the 24-hour clock with the abbreviation น. This step is recognition training only. Nobody expects a foreigner to write like this, and Thais will happily tell you they find these letters stiff too.

Common mistake
งดจ่ายน้ำ does not mean the water is free. You know จ่าย as pay, but in utility language it means dispense, so งดจ่ายน้ำ is a supply cut, and งดจ่ายไฟ is a power cut. Same trap on the first line: เรียน in a letter is Dear, never study. In this register, always assume the bureaucratic meaning of a familiar word first, then check the sentence still makes sense.
