What you will be able to do
Read the position of thîi and tell instantly whether it means at, which, number so-and-so, or the reason for a feeling.
ที่ (thîi) does four jobs from one position: relative (which/who), place (at/in), ordinal (number so-and-so) and reason (for). Verbs of saying and thinking take ว่า (wâa); feelings take ที่. Never swap them.
คนที่พูดไทยได้ — what does ที่ do here?
Relative job: noun + ที่ (thîi) + description. คนที่พูดไทยได้ — a person who can speak Thai.
ผมทำงานที่กรุงเทพ — ที่ here means…
Place job: verb + ที่ + place. ทำงานที่กรุงเทพ — I work in Bangkok.
มาเมืองไทยครั้งที่สอง — ครั้งที่สอง means…
Ordinal job: classifier + ที่ + number. ครั้งที่สอง — the second time.

After verbs of saying and thinking (คิด, บอก, พูด, รู้) the linker is ว่า (wâa), never ที่: คิดว่าแพง, not คิดที่แพง.

Common mistake
